Completely agree.The disturbing thing is that a lot of teams are doing scrum the way you describe. I blame command and control project managers who have been on a 2 day CSM course and see scrum as a wonderful new way to control people combined with management consultants introducing agile as the newest way to cut staff by 25%. It has given agile and scrum a bad name for a lot people.
