The problems you were having are common but they are not due to scrum or project management they are due to traditional thinking . Project Management can be variable scope, agile and empowering. It does not have to be fixed scope, waterfall or command and control management. And if you reject Project Management completely as many scrum people advocate you are going to get yourself into a terrible mess of a different sort.
