The truth is that there are fake designers. I worked with a young ux designer who greatly exaggerated her resume. She claimed to be a senior designer with 5 years experience while she was really a new designer out of a boot camp with 3 years of freelance experience dabbling for friends. She got through the interview process on charm and good looks. I've seen a similar story with software developers and agile coaches. Some people are faking it and a lot of people are exaggerating a great deal some of those people have worked for companies for a few years where they can hide their lack of ability by being very likable and sucking up. Its a real problem.
