This is simply wrong. Waterfall is designed for situations where there is little uncertainty and change. There is considerable uncertainty and change in complicated projects especially around the estimates. Waterfall handles this very poorly.

Waterfall is good for situations in which you want to control change tightly so you can charge a lot for it. Typically situations where expectations are much higher than its possible to deliver and politics prevents you from renegotiating honestly.
