This statement is a million miles from true. As a professional business analyst and project manager I have been forced by senior managers in most of the companies Ive worked for over the last 30 years to run most projects in a waterfall way even though I strongly prefer agile. Its just that its not called waterfall its called the System Development Lifecycle, the Technology Delivery Process or Phase Gated Project Management. Most agile projects that you see being delivered by Accenture, Deloitte and big companies are run this way. If there are phases and gates and people working in siloes then its a waterfall project. McKinsey, BCG and Bain have project management practices that are busily installing phase gated project management governance right now! Although nowadays they randomly add the word agile to what they are doing to make it sound modern. Plus you wil lfind that the founder of the PMI PMBO and most large professional project management consultancies are busily running projects ina waterfall way. Its just that they dont call it that.
